While it is available later in the game, you would only have to face Dragon-types during the Elite Four, and pretty much nowhere else.
Dig is an okay Ground-type move in battle. But its best use is for escaping tunnels, caves, you name it. Giga Drain is quite possibly the best grass-type move you could learn, since it also heals your HP while dealing damage.
Surf will be better in most cases, but you might prefer Giga Drain for its healing effects. It comes at a pretty high cost, and for a good reason. But jeez, winning that many coins in the game corner, or even saving enough to buy that many coins? Even on neutral matchups, Earthquake is powerful, since it has a Base Power on a Accuracy stat. This is only rivaled by Return.
So get a game plan for that final battle. Earthquake TM and could not find it in the game to buy. They also could have used a cheating device to get more of those TMs too. Where do you find TM 26 Earthquake?
I think you get it after you beat the 8th gym leader. From the Eighth gym, from Giovanni. Many people seem to have this confused with Fire Red.
